Cultural Sovereign Assets: A New Asset Class for Digital Public Infrastructure.

The paper proposes a modular architecture aligned with Digital Public Infrastructure (DPI) principles to address the lack of verifiable authorship and programmable consent in current systems. It argues for treating authorship as an identity layer and consent as an executable primitive. This framework allows cultural works—such as music, literature, and archives—to function as active economic instruments that can be integrated with digital payment systems like CBDCs, enabling automated royalty routing and potential collateralisation.
